The Regulatory Reform (Fire Safety) Order 2005 or "the Fire Safety Order" applies across England and Wales and came into force on 1 October 2006.
The Order affects all non-domestic premises and applies to certain activities taking place outdoors. The Order places the emphasis towards risk reduction and fire prevention including the protection of the employees and the firefighter. Fire certificates are no longer issued by the Fire and Rescue Services.
Responsibility for complying with the Fire Safety Order rests with the 'responsible person'. In a workplace, this is the employer and any other person who may have control of any part of the premises, for example, the occupier or owner.
In all other premises the person or people in control of the premises will be responsible. If you are the responsible person you must carry out a proper fire risk assessment which must focus on the safety in case of fire of all 'relevant persons'.
The Fire Safety Order applies to virtually all premises and covers nearly every type of building, structure and open space, but excludes purely domestic premises occupied by a single family group.
In addition to the loss of life, the devastation and destruction of a fire is immense. 40% of Small to Medium Enterprises never recover from the effects and worryingly, 60% of all fire insurance claims never pay out.
The responsibility for ensuring fire does not put lives at risk now relies on the responsible person. Beneath this responsibility falls the requirement to carry out suitable and sufficient fire risk assessments.

As Silver Members of the Fire Protection Association who have attended the Fire Risk Assessment Course at the National Fire College, with an additional three members of staff who have completed the NEBOSH Fire Safety and Risk Management Course, we consider ourselves to be fully competent in fire safety and have experience of up to 10 years in the fire industry.
